Rate is determined by a fully burdened facility overhead and labor rate, less materials, tools, and equipment. This option is an advanced option available for those projects for which the client has indicated a need to expand operations with a particular project. These projects will be based on total facilities investments with labor and capital costs calculated. Other expenses for development will be addressed in the contract negotiations process. The base rate as indicated here is the base hourly rate for the contract and legal processes to establish a contract or contracts of this nature.
